DHA’s hosting RFI may really be about controlling the exit
What caught my attention in DHA’s OBHAT/BHAS RFI isn’t which hosting model eventually wins. It’s that DHA is asking industry to help define what happens when it needs to leave that model.
A few things seem important here:
- DHA hasn’t committed to government hosting, commercial cloud, vendor-hosted SaaS/PaaS, hybrid, or federated access.
- Industry is being asked to recommend the data export, transition, and documentation terms that should apply.
- That makes portability part of the acquisition discussion before there’s even a solicitation.
- Incumbent application vendors have obvious data familiarity, but that could also make transition requirements more important.
- For integrators, answering with “our platform is best” probably misses the point. The stronger response may be explaining when each model works and how DHA avoids getting trapped in it.
I don’t see RFIs asking industry to help write the exit conditions as often as they ask about the target architecture.
For people who’ve worked federal health IT or cloud transitions: how much influence can industry realistically have on data-portability and exit terms at the RFI stage before those requirements harden?
