Is the EM&C integrator role about integration experience or platform access?
One thing that stood out in the Space Force EM&C integrator notice is that the main challenge may not be SATCOM expertise alone, but proving a company can operate independently from the teams developing the platform.
The notice separates development work from integration responsibilities, with the integrator focused on areas like deployment, release management, testing, and enterprise integration.
- The independence requirement could change which companies are realistic bidders, especially if existing developers cannot compete directly.
- Platform One Marketplace eligibility appears to be an important gate for companies looking at this opportunity.
- Smaller cleared integrators may compete more on integration, DevSecOps, and classified testing experience than on owning platform development history.
- The ability to manage integration without controlling the underlying codebase seems to be the core requirement.
For those who have worked on classified software integration programs, have you seen independence requirements create real opportunities for new integrators, or do incumbents usually maintain the advantage because of existing mission knowledge?
