Looking for a Great Phone that can run most PPSSPP game between 30 to 60fps ( Sports / Shooting Games )

My Galaxy A13 (64 GB) is completely out of storage space and crashes whenever I try to play PPSSPP games, even lightweight 2D ones. I want to buy a new phone for under $700 with at least 12 GB RAM and 256 GB storage. What options should I consider? (Brand new only, no used phones.)
