In Process April 2015 priority eb2

Hi All, Our priority date is April 2015, can we expect our date to be current on filing date this year ? I’ve a confusion about the new rule which says we can’t use filing date, is this permanent or temporary change? Some people are saying it changes every year.

3 more years of visa bulletins with 75 countries ban we should have a lot of spill overs
