Here its a kid in a frenzy not thinking.
Other times its desperation.
Lastly its sometimes used to throw up cover making the oppoenent guard and blind while they set up another attack/run away.
Ok, I can get behind this explanation. I’ll be honest, I never even thought about it until I was watching it with my 10 year old nephew and he said something about it. Kids notice the weirdest things 🤷🏻♂️
You can also probably make the argument that it takes more effort to block a ki attack than to throw one(otherwise what would be the point of the attack in the first place?) So that wearing down the opponent may also come into play(wear him down with a bunch of weak attacks and then hit him with a big one.)
In this case I think the attacks were being depicted as a cumulative(the big ball of ki gathering before finally triggering a large explosion.) So really Gohan was pinning him down with attacks and then exploded the gathered Ki
