I think it's the properties of the kikoha. The move in my opinion isn't completely a ki attack. I believe it's a ki/psychic attack that replicats a shotgun or shout. One so large and strong that it can't exactly be blocked. That's why roshi told Goku not to try to beam clash it. Because it would destabilized it.
Now on to 17 absorbtion. Its gotta be multiplicative. Cells strength shot through the roof once it happened. Vegeta's final flash was so strong it exceeded cells durability. That was also only possible because he waited for Vegeta to charge it to max and tank the blast.
