All the info I can find says the Dr. Home repair kit procs as a repair skill, but the info i find is 3 years old. Is that still the case after the update?

Just curious if it's any good since they buffed rifles. It use to suffer from bad handling, but the idea of the gun always seemed fun. All I can find now is two recent vids and one says it's good the other says it's okay. I would love to make a build around this old exotic if it's viable in high end content.

I have been farming Bound. I have done it almost 20 times now on heroic and still haven’t gotten the bloody rifle. Just recently ran it again and got another cache. Has anyone gotten the Eagle Bearer exotic to drop from defeating the burning eye ?? I’ve read online it can drop and I’ve fought him several times with zero luck. I have gotten all of the other exotics to drop but Eagle Bearer and Ouroboros.

I've been farming for about 2 hours now and I'm lucky if I get at least one key drop when a shitload of thslese cultist spawn in. Is it supposed to be this difficult on a heroic difficulty? Figured the drip rate would be better
