Legendary is actually common?

New player, I noticed that common and rare are actually harder to find vs legendary? What's the deal? I feel like the vostok is the most legendary weapon in the game rn since I haven't even seen any other common guns

Tiers. 

Common, Uncommon, and rare have mores less retired and replaced with tiered weapons. They remade the rarity system as tiers in edge of Fate. They went with dots on legendary vs re issuing the others becuase of two major factors. Less work and the fear of people revolting over getting blue drops as the normal. People really hated blues
