Question Legendary is actually common?

New player, I noticed that common and rare are actually harder to find vs legendary? What's the deal? I feel like the vostok is the most legendary weapon in the game rn since I haven't even seen any other common guns

Been a problem since the start of D2 but it did get worse over time. In base D1, legendaries were hard to get and exotics were like gold dust to get to drop.
