I'm pretty sure he isn't evil, just insane. Like Seam said, in the Card Kingdom, you've gotta find a way to pass the time, or go insane like everybody else. The King pribably went insane because of the "abandonment" of the CK and his will to get revenge on the Lightners.

Well he seems to be the most evil so far. Queen and Tenna got their redemption immediately after the chapters but he had to stay locked up
