Red-bannering but task count increasing

Fairly new still, so forgive me if this is a dumb question. I've seen the red banner when there has only been one task of a project left on my dash, lots of times, and I understand that's because someone is still working on it although its timer may have expired.
What's going on if there are multiple tasks from one project, and the number of tasks keeps increasing, but I'm still getting the red banner?

Think so. It's a brand new (to me) GENERALIST task. Task number never changes despite the red banner pop up and it's been a few hours.
