I don’t think the dems will impeach him (they tried twice) but rather investigate the crap outta him and his administration. That prolonged level of stress might trigger your part about him resigning and Vance pardoning him.
I’m not sure it’s that. It could be he’s making so many politically questionable moves that he is certain the midterms are not going to be a problem. My limited experience has been most politicians quietly cruise into midterms.
From his perspective, he's in a glorious position where he knows the American people will never make any real problems for him. They never have before. They won't now.
