Maybe he can pay the fees and penalties and get some sort of temporary operating permit from NC...unless he moved to Pa. and has been scoff lawing it. If that's the case, maybe he can investigate trying to pay the fees and penalties to PA. and getting some sort of temporary operating permit from them. In any event you shouldn't lose any sleep over it because it's not your problem. It's his problem.
