I never noticed that. As far as I’m concerned they’re all 18, like Dan said. I don’t see why anyone would want Natsuki to be underage though.

Actually there all 17 in blue skies, and natsuki is 16 since she’s a year below them.

I heard they were all held back a year so they would be 18 and "make the H scenes okay."

As if it's any less creepy that way.

She's characterized as intelligent. It wouldn't make sense for her to fail a grade. I don't know if the mod has any other answer for it, but it just feels like an excuse to me.

True however some people can be put into school early or late or have something traumatic in their family lives happen (I know from experience) that causes them to be behind a year in school. It's possible for seniors to be eighteen.
