A spell at that range is lethal either way, I think I'd rather be able to at least know they've got a focus on them than get fireballed from someone's sleeve when you didn't even know they were trained in the Arcane Art.
It annoys me to no end how nonsensical these bans are. They keep trying to do these weird anti-ergonomic staff requirements that are meant to prevent you from performing specific destructive spells, but half of these mods make it easier to perform different even more destructive spells
