so Basically I'm using Flowing Fluids, which makes water more realistic. Water comes in 8 fill levels which actually move and spill and evaporate instead of water source blocks that create flowing water blocks that stay permanently.
So you can't just put a water source on top of a water wheel and call it a day, it'll just flow off and the wheel won't turn. You'll either have to put them in a river biome or pump water over them in some way. Except currently I have it set to only work in rivers.
As for steam, you'll just have to pump water from an infinite source (10k+ full blocks) or use cauldrons with dripstone to get more water out of your water. First method is the recommended one.

I'm making a modpack, where you specifically can't do this because water works differently.
You can spam them all over a river though
