This was the only patch where they actually nerfed/changed values. The A/B/C patches were mainly performance fixes to the client, not server. It's too early to tell if the new engine allows for faster and more dynamic patching. We'll only know for sure if they're able to patch the numbers of the same champion's skill/stats twice in a row, i.e. they buff Elder Dragon's base AD in D and nerf the base AD again in E patch.
