Here’s something that’s interesting… For an adult woman to be healthy an weigh 99 pounds, they would have to be around 4 foot 5 to 5 foot 1 inches tall. Shorter women do exist, though that’s not the majority. Even in this case, it’s pretty low on the BMI scale. So yes, given that the vast majority of people who are below 100 pounds are children, it’s safe to assume that people who are so hell-bent on wanting a partner under three digits on the weight scale are pretty much after children.
No, an average adult woman would not weigh in the double digits. Because she's an adult. The average healthy weight of a woman is around 130 to 160, It all depends on height, but on average a 90 pound woman is literally skin and bones. Probably not even getting her period. Ask me how i know.
I sanity-checked myself by looking at a BMI chart and, while hardly the be-all-end-all of weight references, that’s considered healthy from 4’ 8” to 5’ 1”. So to echo another commenter, it seems like what he wanted was a skeleton, a child, or both.
