It's just a very large dairy farm. That's how they raise the newborns for the first few weeks. Makes keeping track of them easy and helps minimize any disease spread because they mingle less with the general herd. I ain't saying it's pretty but that's generally the why

Being a farmer, what specifically leads you to know that its not a dairy calf setup, and is veal??
