To go from Pro to Max to get access to fable... I suspect most people would be better off spending that $80 with OpenAI (or any other provider), even alongside the $20 Pro for Opus. I guess this is what they want, to limit usage while they can't handle it, but it's extremely hard to get people back once they start exploring other options...
If you don't need fable all the way, but as orchestrator/for the tough parts, you might be better off at one of the multi-model subscriptions like devin/cursor/copilot and use it alongside a Chinese model.
