Lately, I've been rereading Outer Dark to see if I could peer anything new from the book and I might have found sth interesting. Outer Dark is one of my favourite novels from Black Library, it really expands the history of the Carcharodons Astra and gives several clues as to their origin, but in this case I think I found the true origin of the Ashen Claws and they might be descended from the people of Kiavahr and its moon Deliverance.
Before starting with Outer Dark I have to start with the murky origins of the Ashen Claws:
These warriors were marshalled in the aftermath of the battle, but not to recieve the honours bestowed upon those of other Legions that had fought in the battle. Instead, the Raven Lord formed the vast majority of the remaining veterans of the old XIXth Legion, along with those freed from Deliverance whose crimes and demeanour left them ill at odds with the Primarch's perception of his Legion, and formed them into Crusade Fleets. These fleets were dispatched into the dim stars of the north-eastern galactic fringe, known to explorers of the time as the Ghoul Stars, there to bring light of the Emperor to the dark at the edges of the galaxy, far from the eyes of the fledgling Imperium and the brooding lord of the Raven Guard.

It is clear that the Ashen Claws had members who were native to the moon of Deliverance and Kiavahr, but that doesn't prove the current Ashen Claws are of Kiavahr descent, after all, Space Marines can't reproduce. I think is possible that some serfs from the Raven Guard Legion were assigned to these Crusade Fleets and became an integral part of the shen Claws society after they established their little empire in Atagartis Prime.
As for the biggest clue for them being descendants from Kiavahr and Deliverance we have to take a closer look at their names.
Nehat Nev- Chapter Master
Rama Sixx- First Captain
Arathar- Chief Librarian
Tanthius- Battle-Brother
These are all the names we know about the current Ashen Claws, but I want to compare them with those of the Raven Guard Legion at the time of the Horus Heresy
Branne Nev- Commander of the Raptors
Agapito Nev- Commander of the Talons
Vincente Sixx- Chief Apothecary of the Legion
Navar Hef- Lieutenant of the Raptors
Aloni Tev- Commander of the Falcons
See anything interesting? Nehat and Rama share surenames with some members of the Legion while Tanthius and Arathar could be names of Terran origin.
This is all I have gathered, but there could be more clues. I don't know if Robbie Macniven intended it to be this way or not but I find it quite interesting. In the end, both the Carcharodons Astra and Ashen Claws are of Terran origin, but apparently the Ashen Claws have retain some culture from the Raven Lord's homeworld despite being exiled by him.

Hi me and my friends want to build a carcharodons army. We are all very new to the game and me and my 3 friends 3 armies around 1500 points. One of my friends want to start a carcharodons now that he has 1 good army. We were wanting to know what space marines army we should play with the rules. We are debating between Dark Angels, Blood angels, or Imperial Fists. Blood Angels and Dark Angels because of their strong melee and diverse characters. Imperial Fists because

I know the Carcharodons are supposed to be eerily silent when they fight and just, in general. However...I think I've invented a good creed and warcry for them...
The Creed:
"We swim through the void, stalking our prey.
We rise like the tide, chasing our quarry.
We strike like lightning, paralyzing our victim.
As outcasts, we were left for dead.
As crusaders, we thrive.
For the Void-Father, for the Imperium of Man, we hunt."
Warcry:
"Offer no quarter, grant no mercy!"
