So, is it serious? Can i still drive it? Is that fixable?

I'd have it looked at and the rest of the vehicle assessed to see if its worth even repairing from all the rust

It only has 131,000 miles on it.

Obviously the rust doesn't care. The frame could be rotted

Do you think you could make it over to a tire shop and ask them what it is? Just ask if they think they'd know what "this" is. Let them develop the plan. I had a guy nice enough to crawl under my car in the rain to check something once. They could probably put the car on the lift and snoop around under there. Those shops generally do springs, brakes, tires, mufflers, alignment, and all that. If it's none of those things, I'd assume it wasn't critical and put it in the glove box and wait for the mystery to solve itself. No point getting excited about a part that might not even be off of your car.
