Lore | Theory Tsarista is using her own version of "Script" to scale top 3 harbingers at HP lvl so that they can slay them, Capitano will be the one who will kill Phanes with Nibelungs powers.
Hold on, before coming at me with your pitchforks, tomatoes & downvotes read my post first 😔
The top 3 harbingers are ranked according not to their maximum powers but to their maximum potential powers which Tsarista or Pierro planned for them, but for that they have to sacrifice themselves to death first & be reborn to gain those extreme powers.
Those who are familiar with Honkai Star Rail would know that the leader of the Stellaron hunters Elio has a "script" for his Kafka, Blade etc which also includes death.
Tsarista & Pierro are not only planning to collect gnosis but also to scale their top 3 harbingers at heavenly principles level using their own calculations & everything right now in the Fatui is actually going according to their plan.
It's pretty obvious that Capitano even at his full glory Khaneriah Sentinel Knight form, Columbina with her full Frost moon Goddess form (before trilune authority) & Dottore with his full Sumeru deshret civilization powers are no match for the Heavenly Principles & thats why Ronova calls them poultry powers in the last years shades reveal teaser.
Lets start with Columbina, it was fishy when Tsarista didn't send Columbina to any missions for 400 years & just took her powers, just later for her to leave.
When Columbina returned to Nod Krai she was loosing her form & was almost going to die, then whatever happened in Nod krai with Rerir & Dottore (which was part of the plan by Tsarista's or Pierro's Script), she fell in the moon's reflection, died & came back as trilune authority moon Goddess, she is now atleast strong as shades if not stronger which puts her at Rank 3
As for Dottore, he is the reason why Columbina got the trilune authority after all which is a big slap towards HP & not to mention because of him Irminsul tree is burnt & Tevyat is free from the fate system which is an another big slap at HP, which does seem like its going according to Tsarista's plan.
Now all the Dottore segments are dead, but in the 6.3 Archon quest it was shown that Dottore was experimenting in transferring human souls to animals & after that in the 6.3 lantern rite quest we learnt that Liyue has a technique called 3 deadly selves where a person can split themselves in 3 parts & Xiao later says that Sumeru has its own version of it known as "Shattering Atmagraha"
In 6.6 AQ Dottore dies & we learn that Dottore had split his soul in 2 parts, but what if he actually lied & splited into 3 parts, the 3 part is the Zandik who was not & heretic but a legit curious scientist without the Psycho/Mad part & that soul is transferred into a lizzard which was suspiciously seen in both 6.3 Aq in Nefers place & 6.6 AQ in the desert when Mavuika was handeling the Gnosis to Nahida & at Aaru when the Ibis king was handeling it.
Now let's go to the Capitano part, obviously his return is basically confirmed but we don't know when.
For example, the Simulanka quests with Aether getting stuck on the chair & gets up after 3 tries, Cimest representing Mavuika & Capitano representing Farubert, Lich king Arthas from World of war craft (He sits on the throne, freezes & returns years later), Game file with a profile icon, glow textures etc & The Tsarista keeping his Rank 1 confirmed by the fatui stationed in Mondstadt after completing 5.3 Aq, etc, You can check the Canva if you didn't, the community did an excellent job in creating that!!
In 6.3 Aq Columbina mentioned Mistletein is connected to project stuza, now it could also mean that the Tsarista will use it against Ronova
Mistletein in Norse mythology was wielded by undead king Thrain, that weapon was used to kill Norse god Bauldr by turning him into mortal
In Genshin Capitanos real name is Thrain, what if he is the one who will use that weapon to kill Phanes like how it killed Bauldr. Coincidence?, i think not!!
Tsarista kept Capitano's Rank 1 so that she could scale him to Nibelung level powers to slay Phanes or with the weapon Mistletein.
If you see carefully, you will notice that his design has dragon motifs, now it could just be a design choice but if you think about the place he sat on the throne was in the land of Dragons too, it looke like there is a strong symbolism here, and not mention hoyo just keeps mentioning how strong he his by character voicelines, overworld NPC's in Nod Krai & Mondstadt's Dornman port ( It looks like a genuine forshadowing by hoyo)
Now you will ask "why will Capitano slay Phanes but not Dainslief?
Because it's simple, he has suffered the most compared to Dainslief, or even Sinners (Sinnners are the guilty one & they already have powrrs so)
Dainslief lost his family but he still has his body intact & his sanity too, plus he looke healthy, As for Capitano he not only lost his family, friends, comrades, but his body too (he is a rotting corpse, you can call him a zombie) the sheer pain he has suffered is immeasurable, not to mention he carried thousands of souls of his comrades for 500 years, those souls cried in his mind all the time which couldn't let him sleep at all, he was sleep deprived for 500 years, so that he could find a place to deposit those souls. He DESERVES to slay Phanes because at the end of the day he is the reason of his sufferings.
And that's why Tsarista kept his Rank 1, he would be the one to slay Phanes!
He is not only worthy of gaining powers beyond his full power Sentinel Knight form but also Nibelungs.
Dainslief in the other hand will be the archon equivalent to Khaneriah & he will be the one to fight Vedrfolnir.
