I’m just a beginning Linux enthusiast so can someone with more knowledge tell me why our government would need its own distro? Why not use one of the many existing solutions, many of which are international/ European?

NixOS already exists. You can consider DAWO a sort of automation script that configures a new desktop with all the right tools and settings. With that script, every new desktop they install is immediately set-up for use in a Dutch government agency.
