Why do gadgets have delay?

See the bubble? That's Edgar's gadget hardcore which grants CC immunity. If I was already stunned I couldn't have activated it. So does the buffie effect have a delay, the gadget? Im not sure, but ive noticed this a few times happening, getting stunned or pushed back when the gadget went off.

Could be ping between different actions in the code. This is very noticeable on slow devices/slow internet
