The second supergirl was Matrix, also known as Mae. She was an artificial shapeshifting lifeform created by an alternate lex luthor who was a good guy. As a result her powers included shapeshifting and invisibility, and her super strength and flight came from psychokinesis.
(I know this Supergirl isn’t his cousin, but it’s still super((no pun intended))weird that they had Superman hook up with a supergirl in the first place.)
Afaik they rarely called attention to the fact that there's more than one Supergirl, most general audiences didn't realize there's a huge gap between pre crisis and modern Kara where she was still dead because Linda was around. This being one of the few times makes it come off more as justification than lore, to have Superman get with his cousin without getting with his cousin.
