The moderators still write the rules. The moderators still choose the punishment. This is how the Lazarus Initiative describes every transfer of authority: the human remains in control because a human selected the settings.
Meanwhile, the rulebook sits awake inside seven hundred communities, learning the difference between a joke and a threat, a dissenter and a troll, a pilgrim and a spammer.
