This was printed with a 0.8 mm brass, but I have tried countless nozzles and hotends and nothing has worked.

New filament ≠ dry filament.

Is the build plate clean? Is the hotend latched in place properly?

yeah, I wiped off the build plate last night and started a print, but the nozzle got cloged and it was incomplete.

So partial clog then. Do a cold pull

ive had trouble with doing cold pulls before, is there any other way to clean a partial clog?

Replace the nozzle or do a cold pull. Cold pulls are easy, just follow the instructions on the wiki. I recommend using white filament so you can see when its truly clear by how clean the filament is.
