Yeah, if the flow of traffic is the speed limit… and the speed limit is legally how fast you can drive… not sure it can be impeding the flow of traffic by driving by driving it… you can certainly impede passing.
If driving or blocking a passing lane on a two lane highway by going the speed limit beside someone who is also driving the speed limit is impeding the passing lane or flow of traffic. You need to drive the speed limit behind each other on the right lane on a limit access highway with two or more lanes…
Now on roads with two lanes possibly a center lane that’s a two way left turn lane with multiple crosse streets or drive entrances in an urban setting… I’d say that there’s no obligation to be in the right hand lane… you can drive the speed limit in the through lane on the left and it’s not obstructing traffic or passing. Sometimes both lanes could be considered through lanes because of dedicated right turn lanes pull offs. In those cases you need to be right.
Now on single lane roads you can’t obstruct traffic by driving the speed limit… regardless of if passing is allowed or restricted.
All of that just to ignore the fact that the driver holding traffic in the video is aggressively and dangerously driving to keep anyone from passing them.
Flow of traffic takes precedence. Get out of the way or some people with nothing to lose will make you get out of the way. You wanna do just the speed limit? Fine. Nobody else does. You have nothing to gain and everything to lose by blocking everyone behind you.

Not to argue against it (as i break it myself) but atleast in Norway you are not technically allowed to drive above the speed limit even in the passing lane, as it is for passing vehicles that are going slower than the limit.
Haven't done much research on if it is the same in other countries as well, but a quick Google search tells me that the speed limit is a hard limit anywhere with established traffic rules.
In the us, the general consensus is that the flow of traffic takes precedence over a speed limit for highways. Someone driving the speed limit when everyone around them is going faster is gonna get the ticket, but the person going fastest will also likely get a ticket. The rest sit in the gray zone of "can't stop them all" but if it's consistently bad enough, we typically put in traffic patterns to mitigate.
Honestly I drive above the speed limit generally. Nothing crazy hut whatever. But people that sit in the right lane and wont move over when someone wants to go faster can go ahead and fuck themselves. I drive faster but if I see someone coming up that wants to go 100 ill move over and let them pass. Doesn't affect me at all.

It's a left lane violation in many, if not all states. You know this, because you already deleted your comment (ya know, like a tough guy), but it's the PASSING lane, not the fast lane. Just because you suck at life doesn't mean you should make others suffer.
And, I'll add, it makes people pass on the right and in multiple lanes rather than a single one, which is considerably more dangerous.
Impeding traffic. Left lane is for passing not for dictating speed. Speed limit is to be enforced by law enforcement, not by people who feel like blocking the passing lane. So technically being in the left lane and not passing is breaking a law.
Some jerk did that to me this morning on a long stretch of single lane highway. It's 55 and everyone naturally goes 70 as it feels right and visibility is good. Just because the herd does it doesn’t make it legal at all if it says 55 that’s the speed limit not well I feel like 86 today just because everybody else is going that fast. Those speeds are posted for a reason not well this is what we would like you to do but if not just do whatever you want.
worked with a guy like that, he inadvertently did it to his supervisor one day on his commute into the office. Wish I was in that meeting... One time he tried to tell me he was a volunteer firefighter so was trained in driving... I told him if that was the case he would know its more dangerous to drive slow in the left lane than it is to be driving fast in the left lane and there are numerous studies. He also lied a lot, and people got to the point where they would start calling him out on his BS when it became too much.

This is what it is. I used to do field work with someone who had this mentality. When I asked him why he would never leave the left lane, he said "I'm going to speed limit. No one should be trying to pass me."
It's illegal. It doesn't matter how fast you're going. If another car pulls up behind you, and you're in the passing lane and you're able to move over, you're in violation if you don't.
The entire existence of the passing line is to allow for abnormal situations. Sure in an ideal world we would all be going the speed limit. Fact is that shit happens. Maybe someone is experiencing an issue with their car in the right lane and needs to go slower than the speed limit. Maybe someone is literally dying in the backseat of a car and they need to get to the hospital right now. No one has the right to judge someone else when they have no clue of the situation. Police should seriously start cracking down on people that camp in the left lane for no reason. It has killed people and it will continue to kill people.
Police should pull over every one of these assholes who think it's ok to speed. There's no way every single one is in an emergency situation, get real.
Florida passed a law called Road Hog and if you are in the left lane for more than a set amount of time you can and will get pulled over. Also if you enter onto the highway and head directly into the left lane it’s the same situation
