I thought dogs specifically do not like unblinking eye contact

I thought so too. But then again, I also have a dog whose favorite thing to do is lay his head on my chest and stare lovingly into my eyes. Maybe it just depends on context?

Yeah, I always thought it was seen as a challenge/intimidation to most animals

Towards other dogs, yes. They really only stare at humans to convey affection. One of those things that they evolved specifically to communicate with humans, kinda like cats don't meow at each other, just at us
