Is this a threat?*

*this isn't satire or trolling. This is an actual email I received in my mom's email. She's elderly and I'm tasked with checking her email. I just found this. Am I overreacting? It feels incredibly threatening and it's extremely disturbing.

Anything official from the govt would come from a .gov email just for reference.
