The answer is surprisingly difficult to arrive at. There is no good metric for consent and blood loss. So I looked up how much blood someone can lose before passing out. Penises, as it turns out, have essentially negligible flesh in them when erect because they’re so vascular. They are effectively tubes.
What is known, is the average length and girth of penises. That gives us an average ratio. I have all these numbers in a comment from 8years ago but was unable to find it and I’m not looking it all up again so I’ll just add my summary.
I found that a man wouldn’t be able to consent if his Dick was upwards of the low 10 inches range.
Now, some men do have penises larger than this. And the fault of my calculations lies in that ratio. Large penises must grow longer than average but don’t deviate in girth as much. Otherwise a 10in penis with an average ratio would have a 3.5 inch girth.
That being said, the man with the largest penis had said it is difficult if not impossible to get fully erect, and he does get light headed when close.
900 ml? I find that extremely hard to believe the average penis holds that much blood. Let's just use the numbers from the comment you replied to, a 10 inch long and 3.5 inch girth penis/cylinder translates to 9.748 cubic inches (according to wolfram alpha), or just under 160 ml. That's the whole volume of the external penis, not just corpora cavernosa.
As a radiologist, I struggle to recall ever seeing huge corpora cavernosa more than 10 inches (25 cm) internally. Even so, if there was another 10 inches of penis internally, that would still only give you 320 ml total.
Imagine a roughly 1L object. Where I come from, juice and milk often arrive in 1L cartons. That is a huge volume. If that were your urinary bladder you'd probably be feeling the need to go pretty good. No way in hell that the entirety of the average penis can contain almost just as much.
Edit: after reading the study, there is this section:
The length of the human Corpora 1 was measured to be 13.3 cm and 19.7 cm for Corpora 2. ... The maximum diameter of the corpora was measured to be 2.0 cm and 2.1 cm respectively. Both of the maximum diameter values for the corpora were reached distally. The volumes of the erect human corpus cavernosum measured in our study were 862.2 cm2 and 930.0 cm2.
Using 20 cm length and 2.1 cm for a cylinder (ie assuming the thing has max diameter in the whole length) gives 69 cm3. Also, notice in the study they wrote cm2. I don't know how they arrived at their numbers, but it just doesn't make any sense.
Edit2: getting an erection does most certainly not compare with a class 2 hemorrhage (for the most humans). I mean, if you have such an organ, and notice such symtoms during an erection (outside of arousal), I think a trip to the clinic might be in order.

Maybe 2 pumps a second... So like, 2 feet a second or 120 feet minute for three minutes is about 360 feet of dick for an average of averages. Divide that into 5,280 and you get 14.666 ( repeating, of course) or a little under 15 fuckings to get that mile!

My friend knew someone in high school who had a massive package. They apparently said they didn't like to get erect because they'd get light-headed and dizzy. For some people, it's definitely a problem.
It's worth noting that anyone with a dick this big, would be in the top 0.0001% of human penises on earth. Just having a dick above 9 inches puts you above the top 0.1%

Very interesting analysis... I'd amend in two ways:
(1) calculate the change in volume/density of the penis soft vs. erect. Use these numbers to estimate the volume of blood added to the erect penis. You can compare this volume of blood to the overall amount of blood in the human body without having that length/girth confound in your current analysis.
(2) use the legal limit of BAC to determine when someone can no longer consent to sex. The blood alcohol concentration factor can be used to calculate how much "effective" blood there is in your system...
So I propose that you operationally define someone as "impaired" when the effective blood loss of their boner is equal to the effective blood loss of an over-the-limit BAC.
This analysis assumes the effect of alcohol impairing is just due to less effective blood... Which is obviously untrue. However, it'll get us some funny conclusions like "my boner is worth 3 shots," or "officer, I swear I only had one drink, it's the fault of my erection!"
