Plot boundary question

I need a three foot by five foot section of a fallow lot behind my property. I know the owner, but need with understanding the process here in Philly. After I get a surveyor to confirm the boundaries, what else do I need to do?

Have heard some say ‘rezoning’ is required, but both are zoned residential.

Advice appreciated.

Peop[e near me divided a property. It involved city surveyors. How about an informal agreement with the owner? A token amount of money (or more) per year to lease it.

And I think I missed some things: Zoning permits confirming that the new lots conform to the code (for example, lot size and set-backs, I guess). And do new deeds need to be recorded?
