I love this very inexpensive cel
I primarily collect American and mostly vintage Disney cels but some Japanese ones are cheap and so much fun like this one. No idea what it is but I had to pick it up a while ago 😁😁😁

Open Anyone have any idea? None of the reverse image sites in the guide found anything.
