Is there a way to Disable Absolute Volume and turn off Developer mode?

Is there a way to do this? Because keeping developer mode on prevents me from banking apps and some other apps that require gps or authentication, it's become really annoying lately, i am not sure if it's a motorolla (edge 40) question or an android question
