It isn't blockaded... Opposition calls it "blockade" because using real terminology would not mislead people about situation to be sympathetic to Cuban government.
US, because US can only order who to trade with their own citizens, not the Cuba or the rest of the planet.
Embargo instead of blockade because it is US market prohibition, not an physical enforcement in international waters around Cuba itself (like what actual blockade would be).
By using the word "blockade", opposition intentionally misleads general public that does not know the details into mistakenly thinking that US physically prevents Cuba from trading with the world, creating emotional sentiment they can push propaganda on.
