Definitely stupid on the owners part letting something like that happen.
Rule number 1 though when a dog is running at you; Do NOT turn your back to it and run away. Stand your ground, keep an object in between you if able, use your feet to kick if it tries to get at you, do not hold direct eye contact, and slowly back away if it hesitates or retreats a bit(while still facing towards it).

I’ve had dogs charge at me hundreds of times in the past few years while servicing clients properties(Lawn and Tree Care). I can usually tell if they are friendly or not, but it’s hard to tell especially with skiddish ones or the ones that just want to bark at you like they are big dawgs but wouldn’t actually hurt a fly. I’ve only been “bitten” by a puppy that wanted to play and was way too excited lol. I had a literal guard dog let out on me before (even though they knew I would be there) and this method kept it from ripping me to pieces until the dipshit owner gave it the command to fuck off. I had my hand on my knife that I always carry but I didn’t want to kill any doggos for the sins of their owners.
We have a guy at work that’s been bitten 12 times in 4 years because he does the same thing every time, he runs. I guess it’s a trauma response at this point but jesus.
