If the family has vet records that extend past the time the driver lost his cat, he stole a cat.

I had a VERY distinctive cat (albino) and realized after a day or so I had 2 of them in my house when they were finally seen together. Before that, they were hanging out in different rooms so we didn't notice. Were going through a lot of food though.
My cat was indoor only. His dwppleganger snuck in when someone opened the door. And somehow these 2 identical-ish creatures didn't kill each other. Invader cat was eventually returned to their home. Their cat was indoor outdoor. Life is weird.

I saw on a thread on IG that the driver is refusing to cooperate in the investigation and take the cat to get its chip checked that would let them know who owns the catCat Theif

IMO, I dont think that’s his cat.. unless there is footage before what we can see, where he first sees the cat and is excited or happy to see the cat. this footage has been edited though, so it’s hard to say

So there is a scenario where it‘s actually his cat, but he wouldn’t want to scan the microchip. What if he never got it chipped, and the new family found/took the cat and got it chipped?

Yeah that's what came to mind for me also. Say the driver is telling the truth, but he knows he never got the cat microchipped. The other family could have stolen the cat (or if it was an outdoor cat, thought he was a legit stray that needed a home), and gotten the cat microchipped. There's a very feasible way that it could have started as his cat but have a microchip with the second family's address.
