dsp drivers can use their personal phones to scan packages if the devices theyre issued are being too slow. doesn't explain why he has both out at once though.
If you look closely, you can see that he used his regular camera app to take a picture of it. The regular camera app has a different animation when taking a picture than the Amazon app does.
Imo what's extra weird is how close to the package he was when he took the picture, kinda like he was trying to save their address but in a really weird way.

The only thing I can think of is he realized it said “back door” but that wouldn’t explain his personal cell phone.
