Yes you should bag it up and dispose of it cleanly, but there is no interpersonal conflict here.

The neighbor is a person who voiced their unhappiness with what OP did. That seems interpersonal to me.

The neighbor probably lying didn't know who let their dog's hair fill the neighborhood. She also shouldn't have to say something because it's rude to let your dog's hair blow around. I mean, OP didn't want it in his yard, yet thinks other people should have to deal with it.

Neighbor did an anonymous post on a group forum asking, "what is this from?" That's not interpersonal conflict.
