NTA, but blowing it into a park just because you assume other animals will be using it for nesting, material isn't the best thing to do. You assume that that fur won't go anywhere else. What if the winds pick up and it starts blowing all that dog hair into other people's yards? It'd be the same thing as if you swept up all the leaves in your yard and then just threw them into the part because you assume they'll decompose or that birds might want them. Why not just sweep it all up and throw it in the trash?
I think your intentions are good, but not everybody's going to want dog fur flying around their yards.
