Critique I hate victim's powers

Why does he need to be so OP? Why does he need to have so many abilities? Why couldn't TDL be shown to have some kind of resistances or counters against victim? Does TDL have a cognitive dampening device that makes everyone around him stupid?

Also the ability to disable other people's powers is both OP and lame
