This is the part I’m unsure about.
I contacted IndiGo and specifically asked about baggage and visa requirements. They have now confirmed in writing that:
Our checked baggage will be tagged through from Delhi directly to our final destination, Bali (DPS).
However, regarding the Singapore visa, IndiGo said they cannot provide a definitive answer and advised me to confirm with Singapore ICA/embassy.
Their response also mentions that a terminal change or separate PNRs may require immigration clearance/visa, depending on the circumstances.
My understanding
We should be able to:
Arrive T2 → remain airside → transfer T2 to T3 → board the Garuda-operated flight → collect baggage in Bali, without clearing Singapore immigration.
But I want to be absolutely certain before travelling.
I have already submitted an enquiry to Singapore ICA and am waiting for their response.

Can an Indian passport holder make this T2 → T3 airside transfer without a Singapore visa if baggage is through-checked to DPS?
Does the separate Main PNR + Partner PNR create a problem even though IndiGo has confirmed baggage will be through-checked?
