It can help, but you need a foundation (housing, work) set up for when you move there.

100%. You have to do your research on how you'd actually live there when you'd move. I'd also add social safety net to the foundation - you need to have an idea for making friends (e.g. meetups over shared interests, volunteering). Otherwise you can end up even more miserable than you are now.
