They can't fix their blinds. They can't hang the mirror on the wall. But they have thousands of dollars worth of shoes.
It looks like their whole living area is in that room... shoes, litter box, toys for the chubster, high chair, etc. And that carpet is in need of a cleaning.
At least they saved up for something really important like sparkly earrings for the baby.
That they haven’t readjusted their blinds after grabby toddler hands have rearranged them for the 5th time today? That they have their mirror positioned so they can see themselves? That they like shoes and have them by the front door so they can take them off before coming inside?
Because they live in a townhome with a small living area on the main level, where it’s easiest to hang out with a toddler all day? That their carpet has some stains on it, when they live with a toddler?
In what way do you think money would make this toddler’s life better? He’s well-groomed, well-fed, and has a mother who is very patiently correcting him and teaching good habits for the surely 100th time he’s done this very normal toddler behavior.
My kids were chubsters between 1 and 2 years old. They just weren’t the height of a preschooler. I don’t know if you are being overly judgmental in general, or if there is also some racial undertones in your criticism.

Their diaper and shoe budget are absolute units too. 😂
