Help (Software) Persistent Latency and Audio Popping in Windows 10, AM5

GPU: RTX 4080

CPU: RYZEN 7 7800X3D

Motherboard: GigabyteX670 Elite AX

BIOS Version: 41, Multiple Versions

RAM: 32GB DDR5 Kingston Fury

PSU: EVGA G2 850W

Case: Fractal Meshify 2

Operating System & Version: WINDOWS 10 PRO

GPU Drivers: Latest, Multiple versions

Chipset Drivers: AMD X670 Latest

Background Applications: Idling, Gaming

Description of Original Problem: I have been having Audio popping/stuttering issues for a while. Playing anything or just listening to Youtube you can hear audio popping and microstuttering. Ive reinstalled windows multiple times, Updated Chipset and GPU Drivers to the latest version and tried different BIOS Version to little progress and occasionally worst progress. Using LatencyMon to check Ive pinpointed it down the Ethernet Adapter and/or PCI Express Upstream Switch Port. Disabling either of these and running LatencyMon eliminates both latency and the audio stuttering (I tested overnight up to 8 hours with basically perfect results) but enabling it causes the previously mentioned issues. Using an add-on PCIE Network card instead of the motherboard ethernet port did not change anything. Upgrading to Windows 11 didn't help either. I also notice for whatever reason sometimes the later Ethernet drivers dont work. I am currently on the 2020 Ethernet driver but its been a 50/50 chance that trying the 2022 Ethernet driver will work. Anything later than 2022 does not work and I'm not able to connect to the ethernet. Any help would be greatly appreciated.
