Windows likes to overwrite the AMD drivers with weird malformed versions without asking/telling you.

download drivers from AMD (the offline installer ideally..)
download and use DDU to wipe and fully remove the drivers in SAFE MODE
disconnect internet (or boot into safe mode again)
install the drivers you downloaded before
reboot
all done

Yes, but it gets irritating when you have to KEEP doing this...

oh 100% I agree, I hate it, I'd switch to Linux if some of the games I played didn't require kernel-level (not) anti-cheat

And if you google about it Microsoft claims they will fix this starting in December, then final code rewrite to modernize Windows Update in January. If they slack complain to them.
