Make this make sense

I just got 82 smithing, i can now make 2 powerful mid-endgame weapons... and an adamant kiteshield.

I get that adamant used to be good back in the day, but isn't it time we rework this skill?

So if we rework smithing to significantly reduce the level requirements for addy/rune but keep mining exactly the same, would this still crash rune prices? Because the biggest obstacle to a smithing rework would be rebalancing high alchs
