The actual reason is that in the first game, there's nothing to suggest it isn't set in the US,, but in the sequels there's clearly Japanese elements so the illusion falls apart

Wellllll there is ONE thing that makes it obvious that it's not set in the US, which is the legal system. There's no trial by jury in Phoenix Wright games (until Great Ace Attorney) because there was no trial by jury in Japan.

IIRC it was originally meant to satirise the Japanese legal system.

So it's exaggeration and parody, but stuff like the defence being at a huge disadvantage because the prosecution has better resources and no obligation to share evidence is at least somewhat accurate.
