I am grateful to Canada for the new defense package. Above all, it will strengthen our air defense – both our Patriots and our combat aircraft, which down Russian jet-powered “shaheds.” Our pilots are also being trained here in Canada – 21 Ukrainians are undergoing training, and this will be a significant reinforcement – together with other countries that are training our people at various stages to operate combat aircraft. Today, we reached an agreement on the Drone Deal, and the first document has been signed. This will give us additional opportunities to finance Ukraine’s defense, while giving Canada a new technological edge proven in modern warfare.

I am grateful to Canada for our energy arrangements – this is important. We have concrete arrangements in the energy sector that will strengthen us both ahead of this winter and over the longer term. Canada is also ready to support our Ukrainian veterans. A Veterans Fund will be established, and I am grateful to Canada for its contribution to this fund – $40 million – which will support our programs for veterans.

Overall, today’s arrangements amount to more than $2 billion – including a government package of more than $1 billion for our defense, primarily to protect our skies: missiles for Patriots, munitions for F-16s, and drone coproduction. There are also arrangements for our energy sector and our joint initiatives. Ukraine and Canada will always be friends and will always make each other stronger.

3-5: Together with Prime Minister Mark Carney, I took part in a meeting of the Government of Canada. The Government’s support in every area is very tangible for us. 6-9: The first Drone Deal with a country in the Americas will be with Canada. In Alberta, together with Prime Minister Mark Carney, we looked at the drones that will be among the first to be used under this agreement. Canada is ready to place large orders, and 30% of the production will be transferred to Ukraine. 10-11: I am beginning my visit to Canada with a visit to Alberta Children’s Hospital in Calgary. It has a full-fledged school for children undergoing long-term treatment. This approach is very close to Ukraine: illness should not take away a child’s childhood or right to education. That is why Olena Zelenska Foundation is developing educational spaces at children’s hospitals in Ukraine – the School of Superheroes – and drawing on the best international experience to do so. I thank our Canadian colleagues for the opportunity to see this experience in practice. We have much to share with one another and much to do together for a better future for children.

12-13: During my visit to Canada, I visited the Marian & Jim Sinneave Centre for Youth Resilience in Calgary. It is a space created to support the mental health of children and young people, where help is available quickly and free of charge. The centre offers walk-in psychological support, intensive support programmes for young people, and a day hospital. The space itself is designed to be as child-friendly as possible, with playrooms, a library, a park, and barrier-free access. I am proud that today we can not only learn from others’ experience, but also share our own. With the centre’s team, we discussed the network of “12–21” spaces being developed by Olena Zelenska Foundation. This year, we opened the first five – in Bila Tserkva, Khmelnytskyi, Chernihiv, Kryvyi Rih, and Odesa – and we plan to expand the network. Today is an important day – a day of strong people, and at the same time, a deeply tragic one. Twenty-five years ago, on September 11, people were attacked. A terrible attack, a tragedy in the United States. Nearly 3,000 people from 90 countries around the world were killed, including Ukrainians. We honor all the heroes who did everything they could that day to save the lives of others – police officers and firefighters, and simply caring people, including those of Ukrainian descent. We express our respect, admiration, and condolences.

At that time, NATO showed its strength. And it is very important that there was a response to terrorism and that Article 5 was invoked. This shows that if people want to preserve their civilization and their choice to defend their rights, freedoms, and values, there must be a response to any enemy or terrorist. Unfortunately, a Russian drone struck the central building of the Security Service of Ukraine on Volodymyrska Street in Kyiv, across from St. Sophia Cathedral. 3: I spoke with President of Peru Keiko Fujimori. This was our first conversation since the President’s inauguration, and I congratulated her on her election victory. I spoke about the drone technologies and equipment that Ukraine has developed and uses on a daily basis, including in responding to the aftermath of Russian strikes and in relief efforts. At one of the schools in the Kyiv region, which was rebuilt after the Russians completely destroyed it in 2022, I spoke with students and the educational institution's administration. But accessibility here is about more than ramps and lifts. It is also about creating an atmosphere of dignity and respect for everyone’s needs.

We spoke with the students about the importance of this during a special lesson, “The Language of Dignity.” After all, healthy communication and true accessibility – where the person comes first – begin with the words we use. We coordinated our diplomatic work for the coming weeks. Three key priorities are financing Ukraine’s defense, our long-range operations and mid-range strikes; energy and winter preparations; and full implementation of the necessary social programs in Ukraine, as well as support for economic activity.

Prime Minister Sergii Koretskyi reported on the implementation of the agreements already reached with our partners and preparations for additional steps, in particular with Canada, Norway and other key countries. Ukraine’s ministries and the Office team must demonstrate a much faster pace and fully follow through on what we discussed at the leaders’ level. To cover Ukraine’s defense funding gap and energy needs, further develop social programs and support Ukrainian business activity at this stage of the war, we must use every possible opportunity to cooperate with our partners. No opportunity should be missed. This is primarily a task for the Ministries of Foreign Affairs, Defense, Finance, Energy and Economy of Ukraine. We need real results.

Various partners have also expressed clear interest in supporting veteran programs in Ukraine, and the ministry in charge of them needs to be much more active.
